I am also a programmer and facing same problem. I had a time when I had to do same coding and creating flash files twice. Now I found a tool that can easily make flash websites. You just need to edit html coding, **** tag, text, title of the page etc. for more info. Go here A4 Desk Pro Flash Website Builder

You could use pre-made templates. I thoroughly advise against it but, nonetheless, it is an option.
A better option would be to define what it is that you're always "reworking" or redoing. Then, create a pseudo-framework using dynamic and modular action scripting so that you can simply plug-and-play. |

Have you tried using templates? There normally reasonably fast to set up and you can edit them in software packages such as Dreamweaver. |
