What dimensions to use in PS when designing for FULLSCREEN flash website?

Hi,

I am designing a website that will be Flash FULLSCREEN (with browser bars) and I am curious at to what my PSD dimensions should be when creating the mockup?

In the past 've only designed for "fixed size" websites so I always set my PSD to those dimensions but now, given that there will be a range of different screen resolutions, which one do I base it on?
